I think that Medium is making a deliberate effort to provide greater visibility for high quality content. I feel as if the Boost program is aligned with that objective. The question is whether that will be an effective formula for further expanding the platform. Hopefully it will. I like what Medium offers and it would be nice if there was a way to reward the writers who are producing the best content.
