I'm in Wisconsin. I'm glad that you had a better experience. Like most exploitable situations, it's only the small percentage of bad apples that makes life miserable for everyone else. There are a lot of factors involved including the school district, the teachers, the educational program, the licensure requirements of the state, etc. I think the statistic I found that was the most telling was the one indicating that minorities are underrepresented in education.
