It will pay for itself. You realize the 1 trillion dollar military budget is largely a massive oil subsidy right? We send our military in to protect oil fields all over the world. A rail system run on electricity would reduce the demand for gas and lower the price. This would reduce the price for ALL products and break up the influence big oil has on our society. It would have a MASSIVE positive impact for EVERYONE in our society society. So, suggesting people wouldn't see benefits is ridiculous.
