I've seen that situation a lot and it is heartbreaking. I guess there are just so many deadbeat parents out there that our society is content to achieve some sort of semblance of effort even though they do the absolute minimum. Of course, when the deadbeat parent is abusive, the situation becomes further complicated. I'm still gnawing at this issue, I don't have any solutions.
