Maybe it started at the end of the Civil War when Lincoln failed to execute all the traitors. I hadn't considered the connection to Nixon but you lay it out beautifully. He should have gone to jail too, but we let criminals get away with things at the highest level, and they keep coming back to steal more. Now we've got a big mess. Sigh.
